# Snapshot > Where decisions get made. Snapshot is a decentralized governance platform that lets DAOs, DeFi protocols, and NFT communities create proposals and vote without paying gas fees. It also offers Snapshot X, an onchain governance option for fully verifiable execution. Snapshot is a governance project that provides tooling for decentralized organizations to create proposals, vote, and coordinate decision making. It serves DAOs, decentralized finance protocols, and NFT communities that need a way to run transparent governance processes without requiring every participant to pay network transaction fees. The platform combines an off-chain voting system with an onchain protocol, giving organizations a choice between gasless signaling and verifiable execution. In the off-chain system, votes are cast as signed messages stored on a decentralized file network rather than submitted as blockchain transactions, which keeps participation free while remaining publicly verifiable. Administrators can configure voting power calculations, proposal validation rules, and voting mechanics such as single-choice, approval, weighted, or quadratic voting. An onchain protocol, Snapshot X, extends this by allowing approved proposals to trigger transactions directly across supported networks, and integrations allow offchain votes to authorize onchain execution. Model 1 - open data. The open data core is licensed under the Open Database License (ODbL) — a copyleft/share-alike license allowing free use, modification, and sharing for any purpose. Attribution is required: include "Powered by The Grid" linking to https://thegrid.id wherever the data is used. Derivative databases must be shared under ODbL terms. Trademarks, logos, and brand names (marked "Special TPIP") are not covered by the ODbL. For ML/AI use: training datasets that substantially extract ODbL data are Derivative Databases and must be shared under ODbL if publicly used; models must be attributed in documentation. Model 2 - commercial licenses. The Grid Data Service (TGDS) is also available as a commercial license.
